KAMPALA– The Rtd Hon. Robinah Nabbanja, the Prime Minister has asked the Minister in charge of Presidency Hon. Milly Babalanda to know her limits wherever it’s comes to issues of Resident District Commissioners (RDCs) and Resident City Commissioners (RCCs).
This followed several complaints from RCCs and RDCs on how their issues were being mismanaged by several stakeholders.
“I have received several concerns from the Resident District Commissioners , Resident City Commissioners and the general public over transfer of RDCs and RCCs by the Minister for Presidency. I find this irregular because the mandate to appoint and transfer RDCs and RCCs lies with H.E. The President as stipulated in Articles 99 and 203 of the Constitution of the Republic of Uganda.” Reads part of Prime Minister’s letter dated 20th January 2025 addressed to Minister for Presidency.
Nabbanja further emphasized that only H.E.the President has the mandate to appoint and transfer RDCs and RCCs , but the Minister can only perform the task upon instructions of the President.
The same letter was copied to the President, all Cabinet Ministers, all Ministers of State, the Head of RDCs/ RCCs Secretariat, Office of the President.
