Renowned Ugandan electrical engineer and corporate executive, Irene Kaggwa Sewankambo, has been announced as a keynote speaker at the upcoming GSMA Ministerial Programme in Kigali, Rwanda, from October 29-31, 2024.
As the Giga Programme Manager at the International Telecommunication Union (ITU), Irene will join other influential telecommunications leaders to discuss the realization of inclusive digital transformation for development.
With a wealth of experience in policy development, research, regulation, and implementation, Irene is well-equipped to lead discussions on modernizing regulations for the digital era. Her expertise spans various aspects of ICT policy and regulation, honed through her tenure as Acting Executive Director of the Uganda Communications Commission (UCC) from 2020 to 2023.
Irene’s educational background is equally impressive, boasting a Bachelor of Science in Electrical Engineering degree from Makerere University, a Master of Science in Communications Systems and Signal Processing from the University of Bristol, and a Master of Science in Economic Management and Policy from the University of Strathclyde.
As Director of Engineering and Communication Infrastructure at UCC, Irene has demonstrated exceptional leadership and management skills, including leading by example, mentoring, conflict resolution, and goal-setting.
At the GSMA Ministerial Programme, Irene will share her insights alongside other industry leaders, including Dr. Aminu Maida, Executive Vice Chairman/CEO of the Nigerian Communications Commission; Marc Kruijs, Chief Commercial Officer at PXS; Hussameldin Baday, Managing Director and CEO of Airtel Networks Zambia Plc; Aliyu Yusuf Aboki, Executive Secretary of the West Africa Telecommunications Regulators Assembly (WATRA); and Evariste Rugigana, Director General of the Rwanda Utilities Regulatory Authority (RURA).
The session, Modernising Regulations for the Digital Era, will delve into the fairness of regulatory frameworks in the region, focusing on reforms to foster competition, protect consumers, and promote innovation and investment in the digital ecosystem.

The GSMA Ministerial Programme promises to be a pivotal gathering of minds, shaping the future of digital regulations in Africa.
