KAMPALA – Hon. Ibrahim Semujju Ngenda, the Member of Parliament for Kira Municipality has questioned the speaker of Parliament Hon. Annet Anita Among on why she has delayed the swearing in of Elias Nalukoola Luyimbaazi as Kawempe North member of Parliament close to a week now since the election process was concluded.

“After a by-election Michael Mawanda (Igara East) was declared a winner and the following day, he was sworn in. as the head can you get us to know when Nalukoola will be sworn in? Mawanda was sworn in, in 24 hours?” asked Ssemujju in Parliament on Thursday 20th March 2025
He also added that on several occasions, many National Resistance Movement(NRM) leaning members have been sworn In within 24 hours after being declared winners.
In her response , the Speaker noted that she is only waiting for the copy of the gazette to do the needful adding that “When a member wins, I wait for the gazette, when I get the gazette that is when I swear in the member, so I am waiting for the gazette. I need to hear from Electoral Commission.”
Nalukoola of National Unity Platform (NUP) , last week was declared the winner of the Kawempe North by-election with 17,764 votes (64.37 percent) defeating all the other nine contestants.
Kawempe North Parliament seat was declared vacant in January, this year after the death of Hon. Muhammad Ssegirinya who had served in this position for only four years.
