Museveni shakes up, Deputy Resident District Commissioners

President Yoweri Museveni, Commander-in-Chief of the Uganda Peoples’ Defence Forces has reshuffled deputy RDCs

KAMPALA, UGANDA – President Yoweri Museveni has reshuffled Deputy Resident District Commissioners (DRDCs) across the country, in a move aimed at strengthening local governance and improving service delivery.

The changes, which take effect immediately, have seen 146 DRDCs appointed or transferred to new districts.

Nakaye Catherine has been appointed DRDC of Abim, while Okware Emmanuel takes over as DRDC of Adjumani. Akot Susan Moro becomes DRDC of Agago, and Tumukurate Silvester takes over as DRDC of Alebtong. Lyavala Ahamed has been appointed DRDC of Amolatar, Etesot Gabriel as DRDC of Amudat, and Jonga Jacob as DRDC of Amuria.

Apiro Joan has been appointed DRDC of Amolatar, Okwai Denis Jawoko as DRDC of Amudat, Angupale Swadik Aleme as DRDC of Amuria, Mbigitte Godfrey Jonan as DRDC of Apac, Nabukalu Nusura as DRDC of Arua, Baraza Moses as DRDC of Arua Central Division, and Nkoko Racheal as DRDC of Ayivu Division-Arua City.

Other notable changes include Basalirwa John as DRDC of Budaka, Tumwebaze Godfrey Goodman as DRDC of Bududa, Juma Kigongo as DRDC of Bugiri, Kalemera Lydia as DRDC of Bugweri, Bululu Yeko as DRDC of Buhweju, Kalema Fred Pax as DRDC of Buikwe-Lugazi, Lt. Mate Magwara Sebakra as DRDC of Buikwe-Njeru, and Namoma Ivan James as DRDC of Bukedea.

Makwala Enoch Wandera has been appointed DRDC of Bukomansimbi, Akintore Muhuuta as DRDC of Bukonzo-Kasese District, Ariyo Marycent as DRDC of Bukwo, Nuwamanya Robert as DRDC of Bulambuli, Kasigazi William Donanto as DRDC of Buliisa, Banyatuiha Moses as DRDC of Bundibugyo, Kalembe Fred as DRDC of Bunyangabu, Kanuna Grace as DRDC of Bushenyi, Mubingwa Zepher as DRDC of Busia, and Luttamaguzi Betty Kalumba Nalweiso as DRDC of Butaleja.

Katunze Yahaya Kavuma has been appointed DRDC of Butambala, Nantongo Colline Carol as DRDC of Butemba, Mubiru Patrick as DRDC of Buvuma, Kamanyire Herbert as DRDC of Buyende, Masaba Ismail Sulaiman as DRDC of Dokolo, Businge Emmanuel as DRDC of Fort Portal City Central Division, Ariho Moses as DRDC of Fort Portal City Northern Division, and Mugenyi Vincent as DRDC of Gomba.

Keita Kagabi Doreen has been appointed DRDC of Gulu Bar-Dege Layibi Division, Muyambi Moses as DRDC of Gulu District, Kasugga Amuli Kintu as DRDC of Hoima District, Kato Dauda as DRDC of Hoima East Division, Nakibuule Masitula Naava as DRDC of Hoima West Division, Kiganira Nagaya Hamisi as DRDC of Ibanda, Okidi James Cosmas as DRDC of Iganga, Banya Peter Ochora as DRDC of Isingiro, and Keita Kagabi Doreen as DRDC of Jinja City North Division.

Muyambi Moses has been appointed DRDC of Jinja District, Kasugga Amuli Kintu as DRDC of Jinja South Division, Ogallo Bwire Paul as DRDC of Kabale, Hood Kisenene as DRDC of Kabarole, Loluk Fidelis Logwee as DRDC of Kaberamaido, Tumusiime Benjamin as DRDC of Kabong, Bisoborwa Peter as DRDC of Kagadi, Orio Patrick as DRDC of Kakumiro, and Ssebunya Henry as DRDC of Kalaki.

Muhanguzi Newton has been appointed DRDC of Kalangala, Kagaiga Miriam Mugisha as DRDC of Kaliro, Nsugbe Ali Shaffic as DRDC of Kalungu, Njuuki Noor Mbabali Hajji as DRDC of Kampala Central Division, Mwebeza Sarah Gloria as DRDC of Kampala Kawempe Division, Batuuze Namara Loy as DRDC of Kampala Nakawa Division, Ahimbisibwe Gad Rugaju as DRDC of Kampala Rubaga Division, Sakaja Martin as DRDC of Kamuli, Ojirot Emmy as DRDC of Kamwenge, Ongodia Kedi Ronald as DRDC of Kanungu, Mpala Nyeko Grace as DRDC of Kapchorwa, Kanyesigye Deus as DRDC of Kasese, and Mugisha Charles as DRDC of Katakwi.

Other changes include Tumwesigye Elly as DRDC of Kayunga, Kajjubi Wilberforce as DRDC of Kazo, Mugisha James as DRDC of Kibaale, Mugisha Rogers as DRDC of Kiboga, Balyejjusa Godfrey as DRDC of Kibuku, and Twinomujuni Specioza as DRDC of Kisoro.

Lubyayi John Bosco has been appointed DRDC of Kyotera, while Modo Augustine takes over as DRDC of Lamwo. Muhoozi Michael has been appointed DRDC of Lira City East Division, and Bakunda Abel becomes DRDC of Lira.

Walugembe Sulaiman Jjuuko has been appointed DRDC of Lugazi, and Ibasaret Josephine Nkibs takes over as DRDC of Luwero. Baleke Solomon Trevor becomes DRDC of Lwengo, and Fardosa Ahmed takes over as DRDC of Masaka.

Baingana Mac Bannis has been appointed DRDC of Mayuge, and Ayo Jacinta becomes DRDC of Mbale. Ngarambe Sylvanus Muzeezi takes over as DRDC of Mbarara, and Atuhaire Rosemary becomes DRDC of Mitooma.

Ezama Ham Muzamili has been appointed DRDC of Mityana, and Kyazze Frank takes over as DRDC of Moroto. Akol Geoffrey becomes DRDC of Moyo, and Okwameri Francis takes over as DRDC of Mpigi.

Tukamuhebwa Gerald has been appointed DRDC of Mubende, and Saire Michael becomes DRDC of Mukono. Achile Twaiibu takes over as DRDC of Nakapiripirit, and Hajjat Nakusi Assa becomes DRDC of Nakaseke.

Lutwama Mathias has been appointed DRDC of Nakasongola, and Dr. Kamugisha Kassim takes over as DRDC of Namayingo. Mirembe Robinah becomes DRDC of Namisindwa, and Ivan Kamuntu Semakula takes over as DRDC of Namutumba.

The reshuffle continues with Muramira Benard Michael Kyakashari as DRDC of Napak, Tukamuhebwa Gerald as DRDC of Nebbi, Nseko Anthony as DRDC of Ngora, and Twikirize Sam Orikunda as DRDC of Ntoroko.

Wansadha Adonia Mafumo takes over as DRDC of Ntungamo, Chemutai James Small becomes DRDC of Nwoya, Ayiro Clare takes over as DRDC of Obongi, and Bakaki Ronald becomes DRDC of Omoro.

Wansadha Adonia Mafumo has been appointed DRDC of Sheema, Chemutai James Small takes over as DRDC of Sironko, Ayiro Clare becomes DRDC of Soroti City West Division, and Bakaki Ronald takes over as DRDC of Soroti District.

Seruwagi Faizo has been appointed DRDC of Ssembabule, Emokol J. Ponyango takes over as DRDC of Terrego, Kirigwa Hakim becomes DRDC of Tororo, and Kagoro Naboth takes over as DRDC of Wakiso Entebbe.

Charles Lwanga has been appointed DRDC of Wakiso Kira, Ssekabiito Joseph takes over as DRDC of Wakiso Nansana, Vuyaya Vuni Mathew becomes DRDC of Wakiso Busiro, and Atim Grace Oleyowiya takes over as DRDC of Yumbe.

Kirigwa Hakim has been appointed DRDC of Zombo, completing the reshuffle of Deputy Resident District Commissioners across Uganda.

The reshuffle is seen as a move to inject new blood and ideas into the local governance system, and to ensure effective implementation of government programs and policies.

The DRDCs are responsible for supporting the Resident District Commissioners in coordinating government activities, monitoring and evaluating program implementation, and providing feedback to the President and other relevant authorities.
