Motion to censure ‘errant’ Namuganza gains momentum

Parliament has instituted a seven-member committee to further investigate allegations of misconduct and contempt levelled against the State Minister for Lands Persis Namuganza.

The team named in the maiden sitting this year that was chaired by Deputy Speaker Mr Thomas Tayebwa is led by Mr Mwine Mpaka who together with his team have only 15 days to report with the final conclusions.

“Honorable members, the Motion was duly transmitted to the H.E the President together with relevant documents on 23rd December 2022, pursuant to Rule 109 (8) of the Rules of Procedure.” He said.
Adding that… ‘’Rule 109 (9) stipulates that Fourteen days from the date of transmission of the Motion to the President, the Speaker shall cause to be appointed a Select Committee to which the Motion and all supporting documents shall be referred.

It was also revealed that the final deductions of the report will be tabled and decision taken on 23rd January, a decision that was heavily welcomed by MPs on all wings.

The other members of the committee include, Hon Betty Ethel Naluyima, Hon Mpindi Bumali, Hon Gofery Enkanya, Hon Nancy Acora, Charles Bakkabulindi and Hon Willfred Niwagaba.

Prior to the formation of the committee, the Rules and privileges committee investigated the matter which established that she was guilty. She eventually asked to apologize before plenary session but lawmakers were displeased that she declined apologize.

Consequently, MPs resolved and gathered the requisite signatures thereby okaying motion for censure that is now in advanced stages.
