Mayor Sserunjogi suspends RRU Operations in Kawempe

Kawempe Division Mayor , Emmanuel Sserunjogi aka Oweddembe has called upon all leaders from Kawempe, to join him in stopping the operations of the “Self imposed” enforcement officers of RRU.

In a meeting with Division Councilors and Local Chairpersons from all over Kawempe, Mayor revealed that he has received several complaints from the general public, accusing members of the RRU team of harassment, extortion and torture.

“These have went an extra mile to close schools without the knowledge of the Educational Department of the division. Here in Kawempe we have very few government aided schools yet the number of learners is so overwhelming.”

Sserunjogi noted that in the past they have been holding engagements with school heads before closing schools but these RRU men seem to operate without any clear leadership.

“With due respect, and following the general outcry from the Communities of Kawempe Division and Kampala at large about the unbecoming behavior of the unknown RRU unit, the Executive Organ of Kawempe Division Council on 7th Feb 2025, passed an Resolution to stop the functions and presence of  RRU in Kawempe Division with immediate effect.” reads part of Mayor’s letter addressed to Lucy Nakyobe

The Mayor also brought it to the attention of Ms Nakyobe that RRU operates illegally as it is not anywhere in the structures of KCCA, and the reasons as to why it was formed are not known by any competency in KCCA.

“Today, RRU is being seen carrying out the same functions of the Enforcement team of KCCA, and going even beyond by extorting money from the business community, those who fail to do so, are tortured, and illegal detention by RRU officers follows. Some detainees have reported being forced to sign statements under duress.”

It’s from the above background that Sserunjogi asked Nakyobe to utilize her constitutional powers and intervene in the matter before it’s late.

All participants of the meeting welcomed the Executive order and promised to support the cause until RRU is kicked out of Kawempe.

“Mayor that group was formed by some officials in the past leadership of KCCA , they have government vehicles with blue number plates, they act with impunity and none of them has ever complained of not receiving salary as their counterparts at the Division. So you need to uproot them starting from City Hall.” One leader suggested.

The Local council representative reported to the Mayor poor garbage disposal, poor infrastructure in their areas and in response to their outcry, the Mayor promised to work with other key stakeholders in ensuring that these challenges are addressed as soon as possible.
