Lorna Magara and Dan Kidega have bounced back as the Chairperson and vice-chairperson respectively of the Makerere University Council, the supreme governing body of the institution.
“During the inaugural meeting of the Makerere University council (2022-2023) Magara and the Daniel Fred Kidega was elected as Chairperson and Vice Chairperson respectively, to serve a second four-year term,” wrote the Makerere University Secretary, Yusuf Kiranda in his communication on the development.
Magara was first elected Makerere University Council Chairperson in 2018 when she replaced Eng. Charles Wana-Etyem, who led the council for eight years. Similarly, Bruce Kabaasa, George Bamugemereire, and Dr. James Nkata were also elected to represent the public on the council.
Bamugemereire is a former deputy Inspector General of Government-IGG while Dr. Nkata is the director of the Uganda Management Institute-UMI. The election of the new Council comes barely five months after the University Chancellor Prof Ezra Suruma reappointed Prof Barnabas Nawangwe as the Makerere University vice-chancellor for a second term.
According to Section 38 of the University and other tertiary Institutions Act, all public universities are supposed to have a University Council, which formulates policies on behalf of the government that guides the management.
The University Council consists of the Chairperson; the Vice-Chairperson, the Vice-Chancellor, the Deputy Vice-Chancellors; a representative of a sector relevant to the University depending on its objectives and mission appointed by the relevant body in that sector, one member of the District Council in whose jurisdiction the university is situated and a member of the Convocation.
The others are two members of the University Senate, two members of the Academic Staff, a senior member of Administrative Staff, a member of the National Union of Education Institutions; Support Staff, two students, three members appointed by the Minister from the public, three members appointed by the University Council from the public, a representative of the Ministry responsible for finance; a representative of the Ministry responsible for higher education, two representatives of the constituent colleges, schools, and institutes elected by the Chairpersons of the governing councils from among themselves and two representatives of persons with disabilities
