Kiteezi incident: KCCA issues threatening message to staff

Kampala Capital City Authority (KCCA) has issued strong warning to all its staff against sharing internal information to the public.

This follows a letter which was leaked to public, dated 2nd July 2024, from Director Public Health KCCA , being addressed to the Executive Director Dorothy Kisaka and her Deputy Engineer David Luyimbaazi concerning the emergency situation at Kiteezi landfill.

The letter was seeking the top management’s intervention in the matter to prevent further regrets which could lead to death of people and destruction of property.

However the public was surprised that in a month’s period ever since the warning was issued and ignored by KCCA’s technical wing , the land fill collapsed leading to death of more than 50 people as well as destruction of property.

“Uganda Public Service Standing Orders 2021, requiring Public Officers to exercise caution in handling information or documents in their possession. Further reference is made Sub-section 4 prohibiting divulging any information to unauthorized person. I also refer to Official secrets Act, Cap. 302 and the Oath of Secrecy, signed by all staff of KCCA committing to observe this provision of the law.” Reads part of the Memorandum dated 15th August 2024 from Grace Akullo , the Director Human Resource copied to Executive Director and the Deputy

Akullo added that whoever will fail to abide by the above rules, he will face disciplinary action.
