KAMPALA– The newly sworn Judicial Service Commission (JSC) Chairperson, Dr. Douglas Singizza has pledged to fight corruption amongst the judicial officers as one of the effective ways of reviving sanity with in the judiciary.

During his swearing ceremony at Judiciary Headquarters in Kampala, on Tuesday, Singiza revealed that he will embark on the use of advanced technology in combating corruption and improving service delivery within the Judiciary.
“Many people claim that there is no corruption in the Judiciary, but as the person who rose through various ranks in the Judiciary, I know there are some elements of corruption. I assure you that if you report to us a corrupt Judicial officer with evidence, we shall not tolerate them in the service.”
He also added that there is no any excuse that a Judicial officer can give for engaging in any un ethical behavior especially when they are being paid good salaries compared to their colleagues in public service.
The outgoing Deputy chief justice Richard Buteera, who officiated the swearing in ceremony, tasked Singizza to advise the president accordingly, to appoint only judicial officers of substance.
“ The Constitution mandates you to advise the president before he appoints any judicial officer, it is your responsibility that the rightful people are appointed within the judiciary” Buteera emphasized.
The minister for Justice and constitutional affairs Norbert Mao requested justice Singizza to take a center stage to revive the health relationship between the judiciary and the Uganda Law Society which seems to be a deadlock apparently.
“We are all products of the bar, no body from the Judiciary that doesn’t start from the bar. ,So the bar can’t be reduced to somebody’s blanket to cover himself. Your job is not please anybody, your job is to ensure that you achieve your mandate as provided for under the constitution.”
Other officers who took oath included High court judge Rosette Comfort Kania who is now the deputy chairperson JSC and Frank Musingwire who was appointed a member to the Commission.
President Yoweri Kaguta Museveni, in early March 2025, appointed Justice Douglas Singiza Karekona (from High Court) as the new Chairperson of the Judicial Service Commission replacing Justice Benjamin Kabiito, who led the commission since September 2016.
