KAMPALA, UGANDA – Former UK Prime Minister Boris Johnson’s memoir, Unleashed, has sparked intense discussion globally, revealing a significant clash with Uganda’s President Yoweri Museveni over the Russia-Ukraine war.
The incident unfolded during the Commonwealth Heads of Government Meeting in Kigali, Rwanda, in June 2022. Mr. Johnson recounts his efforts to rally international support for Ukraine after Russia’s invasion in February 2022.
However, his visit to Africa exposed a complex reality, with many leaders, including President Museveni, adopting lukewarm or ambiguous stances on the conflict.
Mr. Johnson describes President Museveni as an “ancient bush fighter” who had played a crucial role in stabilizing the region. Despite their long-standing relationship, the two leaders found themselves at odds over Russia-Ukraine.
Mr. Johnson appealed to President Museveni’s anti-imperialist stance, drawing parallels between colonialism and Russian aggression. However, President Museveni cited Uganda’s pragmatic ties with Russia, echoing Kremlin talking points about Nazis and terrorists in Ukraine.
When Mr. Johnson framed the conflict as a colonial power violating Ukraine’s sovereignty, President Museveni bluntly replied, “Putin gives us weapons.”
Mr. Johnson’s frustration is palpable, lamenting the UK’s waning influence in Africa. He notes that Russia and China have gained ground, offering non-interference in domestic politics and military support, which appeals to many African countries.
The Commonwealth summit’s outcome disappointed Mr. Johnson, as the final communiqué largely ignored the war in Ukraine, focusing instead on food shortages and inflation.
Experts say the UK’s historical ties and cultural influence in Africa are being eclipsed by Russia and China’s strategic investments. The UK’s declining influence in the region raises concerns about its ability to shape global events.
