KAMPALA– Ms. Agnes Kainza Nzogi has been appointed by His Excellency Gen. Yoweri Kaguta Museveni Tibuhaburwa as a Permanent Secretary (PS) and deployed by the Head of Public Service and Secretary to Cabinet, Ms. Lucy Nakyobe, to the Office of the Director of Public Prosecutions (ODPP). She is the first Permanent Secretary of the ODPP.

According to the official statement released by Ms Jacqueline Okui, the spokesperson for ODPP, the appointment of Ms. Agnes Kainza Nzogi was made by His Excellency the President under Article 174 (2) of the Constitution of the Republic of Uganda, 1995 and in accordance with the advice of the Public Service Commission.
“The appointment followed a request by the DPP, Lady Justice Jane Frances Abodo to create the position of PS in the ODPP to fill the identified gap in the representation and participation by the ODPP in inter–ministerial forums in the decision making process.” Reads part of the statement released on Thursday evening
Secondly, to promote enhanced collaboration, cooperation and coordination with other Ministries, Departments and Agencies, development partners and stakeholders, and to ensure that the key institutional tasks of planning, organizing, execution, control and evaluation in the ODPP are carried out in a more efficient and effective manner.
The DPP noted that the institutional structure of the ODPP is big and requires an administrator at the level of a PS to manage all the administrative, managerial and policy issues, in order to enable her as the head of the institution and the technical staff to concentrate on prosecutorial issues. It was also necessary to have a PS in the institution to spearhead the administrative function and ensure adequate facilitation to the prosecutorial function.
It is the mandate of the PS in the ODPP to direct, manage, ensure proper implementation, pursue and accomplish all institutional interventions and work plans on behalf of the DPP, and make sure that service delivery standards are adhered to for effective prosecutorial service.
Ms. Kainza Agnes Nzogi joined the Public Service in November 2004 as Assistant Secretary, and worked in Sironko District Local Government until September 2009, when she was appointed on promotion and transfer of service as Senior Assistant Secretary, to the Ministry of Finance, Planning and Economic Development.
In August 2016, she was appointed on promotion as Principal Assistant Secretary. In December 2017, she was transferred to the ODPP as Principal Assistant Secretary. In August 2020, she was appointed on promotion as under Secretary in the ODPP, which position she held until her current appointment as PS.
Ms. Kainza Agnes holds a Master of Public Administration from the University of Birmingham in the United Kingdom, a Master of Arts in Development Studies from the Institute of Social Studies in the Hague, the Netherlands, a Postgraduate Diploma in Monitoring and Evaluation from Uganda Management Institute, a Postgraduate Diploma in Public Administration from Islamic University in Uganda, a Bachelor of Arts in Social Sciences from Makerere University and a Certificate in Law from the Law Development Centre, Uganda.
