Nairobi , Kenya – The new Southern and Eastern African Judicial Administrators Association (SEAJAA) Chairperson, Dr Pius Bigirimana who doubles as the Permanent Secretary/Secretary to the Judiciary, has called on the Association members to benchmark from jurisdictions that have developed different systems to improve performance of the Courts.

Dr Bigirimana made this call recently during SEAJAA’s meeting in Nairobi, Kenya where all the Executive Committee members were present.
The meeting, the second chaired by Dr. Bigirimana since he took over leadership of SEAJAA on September 30, 2024, served as a follow-up to review progress on key resolutions made during the Annual General Meeting in Kampala.
The SEAJAA Chairperson emphasized the importance of efficiency, transparency, and technological advancements in judicial processes to improve service delivery. He noted that there were many developments in different jurisdictions including Tanzania and Uganda where members can benchmark from each other.
He also stated that as Administrators of the Courts, the members should be mindful about the quality of judgements and the many cases churned out by Judicial Officers since these have implications for justice delivery outcomes.
As Chairperson of SEAJAA, he provides strategic leadership to strengthen judicial administration across Southern and Eastern Africa.
His key responsibilities include providing Leadership & Vision, enhancing Regional Cooperation, support the promotion of Judicial Independence & Rule of Law and ensuring there is building of capacity of judicial administrators.
The Chairperson has the responsibility of Policy Development, Institutional Strengthening, Transparency & Accountability, Knowledge Exchange, Publications & Information Sharing and Strategic Partnerships, among others.
By virtue of his position, Dr Bigirimana serves as the Association’s key spokesperson in regional and international judicial forums.
Through these initiatives, he is committed to fostering an effective, transparent, and collaborative judicial administration system that upholds justice and the rule of law.
