
KAMPALA, Uganda — President Yoweri Museveni has appointed High Court Judge Douglas Karekona Singiza as the new chairperson of the Judicial Service Commission.
The appointment was made in a letter dated February 25, addressed to the Speaker of Parliament. Singiza, 56, takes over from Justice Benjamin Isingoma Kabiito, whose two-term tenure ended on January 21.
The Judicial Service Commission is a constitutional body established under Article 146 of the Ugandan Constitution. Its core mandate is to recruit judicial officers and discipline those who err.
Singiza joined the Judiciary in 1994 as a pupil magistrate. He rose through the ranks and was appointed to the High Court Bench in 2022.
Born in 1969 in the current Mitooma District, Singiza holds a Doctor of Laws degree in Public Law from the University of Western Cape. He also has a Master of Laws degree in Human Rights and Democratisation in Africa from the University of Pretoria.
Singiza’s academic qualifications also include a Bachelor of Laws degree from Makerere University and a Post Graduate Diploma in Legal Practice from the Law Development Centre.
He also holds a Diploma in Federalism, Decentralisation and Diversity from the Institute of Federalism University of Fribourg, Switzerland.
As chairperson of the Judicial Service Commission, Singiza will play a crucial role in ensuring the independence and accountability of the judiciary.
