Uganda’s government has presented a supplementary expenditure schedule to Parliament, seeking an additional UGX 1.051 trillion for the 2024/25 financial year.
The proposal was presented to the Budget Committee of Parliament by Minister of State for General Duties, Henry Musasizi, alongside Minister of State for Planning, Amos Lugoloobi.
According to the proposal, the supplementary expenditure is equivalent to 1.46% of the approved budget for the 2024/25 financial year.
The drivers of this supplementary expenditure include the revoting of funds for World Bank-funded projects, such as the Uganda Infrastructure Guarantee Fund Trust (UGIFT) and the Uganda Support to Municipal Infrastructure Development (USMID).
Additionally, the government is seeking to address shortfalls in wages and salaries arising from a revalidation by the Ministry of Public Service after a special audit of the payroll by the Office of the Auditor General.
Critical government policy commitments, including anti-cattle rustling initiatives in North and North Eastern Uganda, the implementation of the Rationalisation of Agencies (RAPEX), and peace and security measures, are also among the drivers of the supplementary expenditure.
The supplementary expenditure will be funded from a combination of additional tax revenue and non-tax revenue, additional borrowing, and already committed external financing.
The Budget Committee of Parliament is expected to review the proposal and make recommendations to the House.
