The Anti-Corruption Court has today convicted Musinguzi Godfrey, the Principal Human Resource Officer of Abuse of Office and sentenced him to 3 years imprisonment. The Court also barred him from holding a public office for the next 10 years.
Musinguzi Godfrey while employed as Principal Human Resource Officer, Kagadi District Local Government, irregularly accessed 60 personnel, majorly Education Assistants on the District Payroll yet they were not appointed by the District Service Commission.
He conspired with Balemeezi Fredrick, the Deputy CAO who issued appointment letters to the questioned personnel without the knowledge of the District Service Commission.
Balemeezi Fredrick was earlier convicted upon pleading guilty through the plea bargain arrangement and sentenced to a fine.
Bukenya Bartholomew, the DEO was acquitted upon being found not guilty.
While sentencing Musinguzi Godfrey, Justice Gidudu said that
Musinguzi’s actions were done with a lot of impunity which led to unauthorized personnel consuming the District wage. The Judge further said that the nation is going through an audit count of civil servants and this should serve as a message to human resource officers across the country not to fiddle with the Integrated Personnel and Payroll System (IPPS).
This case was prosecuted by Khaukha James, a State Attorney attached to the Anti-corruption Department of the Office of the Director of Public Prosecutions.
