The Ministry of Education and Sports (MoES) developed the Preparedness and Response Plan (PRP) of the Education Sector to COVID-19 that focuses on three areas: continuity of learning, the learning agenda and reopening of schools and institutions after the lockdown.
Education Ministry Permanent Secretary Alex Kakooza said the ministry has developed a harmonized learning framework and packages for all primary and secondary school learners in all the core subjects/themes, should schools remain closed for a prolonged period.
Mr. kakooza said the parents/guardians should be effectively sensitized about the importance of continued learning during the lockdown to ensure that they give learners adequate time to engage in educationally beneficial activities such as revision of their previous work, listening to educational messages on radio and TVs, working on take-home packages given to them, and offering balanced and objective feedback
“The MoES encourages schools and institutions of learning to use media learning and self-study materials until such a time when advised otherwise,”
He added that MoES has secured airtime on selected radios and TVs across the country, to be used by teachers to deliver lessons and that a timetable to assist teachers in presenting lessons on radio and TV is attached.
“The teaching and learning during this period will focus on literacy, numeracy and life skills for pre-primary and primary schools and problem solving and confidence building for the Ordinary and Advanced levels. To assist teachers in lesson preparation and presentation, the competences/ key concepts have been identified in each subject for primary, ordinary and Advanced levels. This document will be sent to all D/MEOs by email. For all levels focus is on Term One work and prior knowledge that informs it in the core subjects/themes only.
“The lessons on TVs and Radios should contain a message about COVID-19 in addition to the content. Teachers are encouraged to give an activity at the end of each lesson for continuous learning and parents/guardians should be encouraged to support their children. In this regard parents/guardians are urged to provide exercise books and pens, listen to radios and watch TVs to support learning. The D/MEOs and D/MISs will select teachers to deliver lessons on radios and TVs in collaboration with Teachers Associations e.g. ASSHU
“As a compulsory activity, every learner is expected to produce a craft or an innovation from the local environment with support of the parents and/or siblings. The learners are required to write a story describing how the craft work or innovation was made. The choice of the craft or innovation will depend on the environment where the learner resides, but may include making balls, mats, robots, candles, etc. The learners will submit the craft/innovation to the teacher for marking when schools resume.
Leaners of upper classes are requested to listen to and do the work of all lessons on radio and TV of the classes below theirs, for consolidation of knowledge of the concepts, given the spiral nature of the curriculum. For example, a P.5 learner should listen to P4 lessons to benefit from what she/he learnt in that class.
The MoES under the coordination of the National Curriculum Development Centre (NCDC), has developed audio, visual and print learning materials to be distributed to learners.
The Local Government leaders should ensure that in every family, learners are given the opportunity to access learning materials using one or more of the approaches the MoES has used.
All stakeholders are encouraged to monitor the delivery of lessons on radios and TVs by doing the following:
Headteachers and teachers call the D/MIS on daily basis and give comments on lessons taught. This can be done by sending a text on a WhatsApp group or by email or writing a report
The D/MIS should analyze the comments and give feedback to the teachers for continuous improvement in the teaching.
In preparation for reopening of school, teachers should prepare all the lessons on the remaining part of Term One and submit to Headteachers for evaluation and advise.
Headteachers should give the teachers required assistance for successful preparation.
Time allocation and duration for radio programmes
Therefore, considering the number of lessons per class per month, it is proposed that:
- Total number of days is 24 in a month
- Each day has 3 periods, making a total of 72 periods
- Each period is 30 minutes for lower primary and 40 minutes for upper primary and secondary level.
